OPERATIVE MEMO


SUBJECT: Obtained intelligence regarding
                    PT "Crni"

On 05/DEC/1994 between the hours of 10:30 and12:00 in the offices of RUSDB [Regional Department of the State Security Service] - Kumanovo I made contact with the operative connection xxxxxxxx who [female], among other things, informed me and of the following:

"In the course of a conversation with Tomislav Spasovski, the General Manager of the People’s Theatre in Kumanovo, I found out that during the period between the 15th-20th of November this year Petrovski Jordan (PT "Crni") the owner of "Baba Cana", together with Ljubiša Georgievski – presidential candidate for VMRO-DPMNE [at the election that just past], traveled on some sort of contact to Ukraine. I could not find out what structures in Ukraine, that is, in Kiev, they had made contacts with."

Regarding the President of the Republic of Macedonia, Mr. Kiro Gligorov, Tomislav expressed himself in the following words: "That son of a bitch, the only thing he deserves is a sniper, and when he dies, throw a grenade in his grave, so even down there he gets no peace. Our time will come, one way or another, we will get power."

Ljubiša Georgievski is very capable man. Spasovski and he frequently meet in some cottage in the area of Strumičko or Radoviško. During one of their contact there, as far as the Source was able to find out, besides Spasovski and Ljubiša Georgievski, Boris Zmejkovski, Ljubčo Georgievski and Dosta Dimovska were also present. A few days after the mentioned contact, Tomislav said that somebody had infiltrated them. Lenče, the spouse of Ljubiša Georgievski, had frequently tried to reach Spasovski, at his home, as well his office phone number.

"Additionally, from conversation with Spasovski I found out that during the past heating season (the winter of 1993) the money that was received by the People’s Theatre in Kumanovo from the Ministry of Culture from Skopje was spent for some other purposes, probably given to VMRO-DPMNE, while PT "Crni" purchased heating briquettes from the Republic of Bulgaria, and donated them as a gift to the theatre".

No further intelligence was obtained in the course of the conversation.

     
OPERATIONAL COMMENTARY:

The findings and information presented by operative connection xxxxxxx, are perhaps not very significant or security-interesting in themselves, but, having in mind her closeness with Tomislav Spasovski, and through him to PT "Crni" there are possibilities and conditions for us to prospectively arrive to more interesting security-interest findings and information, which would be a subject of interest of the SDB [State Security Agency]. We estimate that through xxxxxxxx, within reasonable time, we will succeed in discovering a larger number of connections and contactors from the Republic of Macedonia, followed by those from the Republic of Bulgaria.

Because xxxxxxxxxx has contrary political and ideological convictions from PT "Crni" and Tomislav Spasovski, they often discuss [politics], and she frequently counters them because she {Remainder of page missing}

…political opinions and convictions, during which they even get into heated conflicts.

xxxxxxxxx was advised to be persistent in improving her relations with the two, not to oppose them very frequently or very sharply [when discussing politics], to partially accept their discussions and opinions, so that she can get their trust [they would be more comfortable] and speak in front of her of their future plans and intentions.

On 13/JAN/1995 between the hours of 9:30 and 11:00, a conversation was conducted with xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx

The conversation was conducted at our initiative; it took place in his office, and was in concerning the visit of Angel Dimitrov, Ambassador of the Republic of Bulgaria to the Republic of Macedonia, to the Kumanovo Theatre, on 11/JAN/1995.

In the course of the conversation, among other things, xxxxxxxx said that playwright Kole Čašule's play "Vitel" was added to the repertory of the People's Theater of Kumanovo, and its premiere took place on 11/JAN/1995 with a 21:00 start. The same was directed by Lubiša Georgievski. In addition to Georgievski, also present at the premiere was Angel Dimitrov, Ambassador of the Republic of Bulgaria to the Republic of Macedonia, with his spouse. He did not know who invited Ambassador Dimitrov. The same had assumed that Lubiša Georgievski was the one who invited Ambassador Dimitrov. Some time before the beginning of the premiere an unknown person walked into his office; he introduced himself as Angel Dimitrov, Ambassador of the Republic of Bulgaria to the Republic of Macedonia.

After the premiere, a bountiful feast was prepared in honor of the Ambassador in the restaurant "Baba Cana", ownership of Petrovski Jordan (PT "Crni"), who, according to xxxxxxxx judgment of his attitude and conversation, is probably a longtime acquaintance of the Ambassador.

In the course of the dinner, many untied conversations with very different topics took place, whereby Dimitrov gave high reviews of the direction and performance of the premiere of "Vitel", and at the same time expressed his wish and interest, as to whether the Kumanovo Theatre is interested in cooperating with some theatres from the Republic of Bulgaria. If there such interest existed, he would personally make arrangements that the Kumanovo Theater be guest to any theater in Bulgaria. Regarding this it was agreed that in the following month or two [the Ambassador] and Spasovski meet and converse about this plan more broadly.

Judging from the conversation and mutual attitudes during the dinner, Spasovski estimates that besides being a long-time acquaintance of Ljubiša Georgievski's, Angel Dimitrov, was likewise formerly acquainted with Jordan Petrovski - PT "Crni" and Tomislav Stojanovski, until recently a Member of Parliament of the Republic of Macedonia and member of VMRO-DPMNE.

No other intelligence was obtained in the course of the conversation.

OPERATIONAL COMMENTARY:

During the conversation xxxxxxxx had a somewhat reserved stand, as opposed to our previous contacts and conversations. It is our estimate that there broader and more interesting discussions took place at the dinner at the restaurant "Baba - Cana".

Special interest is deserved by Angel Dimitrov's, Ambassador of the Republic of Bulgaria to Macedonia, aforementioned contacts {Remainder of page missing}

Additionally, our attention is deserved by Dimitrov's expressed interest for establishing a cultural cooperation of the People's Theatre of Kumanovo with any theatre from the Republic of Bulgaria.

On 09/DEC/1994 contact was made with operative connection xxxxxxxxx.
The same was conducted in the offices of RUSDB Kumanovo, regarding formerly delegated assignments concerning PT "Crni" and Tomislav Spasovski from Kumanovo.

In the course of the conversation xxxxxxxx informed us for the following:

"During a conversation with Tomislav concerning the disagreement among the Members of Parliament from the different parties of the coalition 'Union for Macedonia' [a coalition of most of the parties that came out of the Union of Communist of Macedonia], he said 'See how smart your Members of Parliament are? Your Union is very strong (he said this ironically). They won’t hold on to power for long. Regardless, we will take over power. Are you aware that half of the officers in the ARM are ours, and that the same is true of the police force? I have a person inside the State Security Service who informs me about everything that is planned and everything that is being carried out against us in the VMRO. All of our people (he was referring to members and sympathizers of VMRO-DPMNE) that are in the ARM and MIA now are sitting quiet, so that they don't compromise their positions, but when the time is right, then you will be convinced in the truth of what We [the royal "we"] are speaking now'.

"Concerning Petrovski Jordan (PT 'Crni'), Spasovski said that he is very capable man, materially very well situated; that he has broad connections in the Republic of Macedonia and the Republic of Bulgaria; and that above all, he is true 'Macedonian'."


No other intelligence was obtained in the course of the conversation.




     
OPERATIONAL COMMENTARY:

The information presented to us by operative connection xxxxxxxx, from the testimony of Tomislav Spasovski concerning the members and sympathizers of VMRO-DPMNE in ARM and MIA, are interesting and deserve our attention. Our opinion is that the Source presented those findings to us truthfully, because she emphasized that concerning that issue she quoted Spasovski's words.

Xxxxxxxxxx was instructed resume following Spasovski's commentaries and testimonies in that regard; she was further instructed to keep getting close to PT "Crni"; and additionally to work on confirming the finding about Spasovski's connection within the UVR [Department of Internal affairs, pre-Constitution name for the Ministry of Internal Affairs] or RUSDB Kumanovo, that informed him about the measures and activities which State Security Service has been taking towards them, and their discovery.

                                                OPERATIVE MEMO

I.          On 19/APR/1995 an informative conversation was conducted with xxxxxxxxxxx from Kumanovo. The conversation was conducted at our initiative, and took place in our offices.

II.        Purpose of the conversation: Obtaining findings for the activity of OT "RIMLJANIN".

III.       ACQUIRED FINDINGS:
   
The source informed us that he (that is the companies xxxxxxxxxxxxxxxxxxxxxxxxx from Belgrade for which he works) cooperates with Jordan Petrovski (the bearer of PT "Crni" in the line of work xxxx, the owner of "Snežana i Sinovi"; with Dragan Stojanovski [Daravelski] the owner "Mak Miks" PT SMD and his partner Predrag Dimkovski xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx [the operative connection "Riljanin" whose work is being reported on by the Source]).

All three of them had sponsored VMRO-DPMNE in the last elections, while in that time period he personally purchased goods from them xxxxxxxxxxxxxxxxxxxxxxxx in the amount of 1.5 million German marks and did not pay them timely, but is  now supplying them with furniture from the enterprise "KOMPO".

Because of this, the three of them were very mad at the Source, since part of the money that he was supposed to pay out for that purchase was supposed to be used in the pre-election race [i.e. to be donated to VMRO-DPMNE for election purposes].

It is not known to the Source whether they own other enterprises or if they own mixed enterprises with different countries [a "mixed company" is one owned by entities from multiple countries], although he said that they cooperate with the following companies "Mileks" from Novi Sad, Hajtel from Niš, Tehnokom from Skopje whose telephone number is 114-211, and whose owners are Dule and Čedo [Hanwritten:]{Radomirović, official liaison}. Additionally, they have friendly relationships or are bribing people at the [copper] mine "Bučim-Radoviš", which is the reason why they are able to easily obtain certificates for the export of copper, which they purchase from Ukraine, but they sell as if it is from Radoviš, since copper is on the list of forbidden products to export from Macedonia. By the way, Jordan, has his own warehouse in Odessa, Ukraine.
The Source informed us that as far as he knows, the three of them [Petrovski, Daravelski and Dimkovski a.k.a. OT "Rimljanin"], do not have friends in the Bulgarian army, police or customs agency; and that he is not familiar with the identities of their business partners from Bulgaria, because they hide those from him. He only noticed that in the offices of Dragan and Jordan, there are always copies of Bulgarian newspapers: "Duma", "24 časa" and "Privrednik".

During the election season, their election headquarters was located at the café "Studio-54", owned by Dragan, where the Source met with them regularly. There he noticed that Predrag xxxxxxxxxx regularly spoke against the current government, using foul language when speaking of it; he even said that people need to personally arm themselves in order to take power by force, because they have no chance of winning the election peacefully.

At the end the Source informed us that all three of them have taken loans from the bank, and are have problems paying the interest on the loans, because they are not doing business successfully. Jordan and Dragan have mortgaged their cafés, while sometime in the past Predrag had taken an "employment loan".

In the event that he acquires any specific information which would be of interest to us, the Source stated that he would get in touch with us at his own initiative.


OPERATIONAL COMMENTARY:

Xxxxxxxxxxxxxxxx, is our friendly connection from the past xxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx where he lives and works, while he travels to Kumanovo from time to time, for business purposes, and to see his family. This was used from our side, to conduct an informative conversation with him, by which the above intelligence was received.

The business contacts of xxxxxxxxxx have been worked out, while at the same time some compromising [or discrediting, as in to put in jeopardy] material has been discovered, which if confirmed, would provide solid ground for conducting an informative conversation with xxxxxxxxxx. Specifically, the finding is that through an Unknown Person to Us from "Bučim-Radoviš", [the Subjects] were obtaining documentation for the export of copper, which they are obtaining from Ukraine, while it is forbidden to export, if not previously processed in our country. This information, we suggest, be verified by RUSDB Štip, and if confirmed, to be used by us.

The Source accepted the cooperation [with the SDB] voluntary, and was instructed to identify their connections in Bulgaria, especially those from their police, army and customs agency.
