On the basis of Article 24 of the Foundations of the System of State Security Act ("Official Journal of SFRY" [the Socialist Federal Republic of Yugoslavia] No. 15/84), concerning Article 5 of the Constitutional Act for the Implementation of the Constitution of the Republic of Macedonia ("Official Journal of the Republic of Macedonia" No. 52/91) and Article 35 of the Governing Ordinances for the Operation of the State Security Service ("Official Journal of the Republic of Macedonia"—Special Official Journal No. 10/92), and at the Proposal of the Undersecretary of the State Security Service, Evidentiary number 672 from 13/SEP/1994, I submit this

TO TERMINATE the measure SECRET CONTROL OF A TELEPHONE and other telecommunication devices for telephone number 24-467, ownership of PETROVSKI Dušan JORDAN, born on 24/JAN/1951 in Kumanovo, Macedonian, citizen of the Republic of Macedonia.

J u s t i f i c a t i o n

Considering that the expected results were not obtained during the one year implementation of the measure, its further use is inexpedient.

In view of what has been presented, conditions as set out by Article 24 of the Foundations of the System of State Security Act and Article 35 of the Governing Ordinances for the Operation of the State Security Service have been fulfilled, for which reason the decision included in the endorsement of this Adjudication has been reached.

Copies of this Adjudication are to be distributed to the Organizational Unit for analytics and documentation, as well as to the Organizational Unit for operationally-technical issues for the execution of the measure.

OPERATIVE MEMO

SUBJECT: xxxxxxxxxxxx [Handwritten:]{PT "Crni"}

On 26.September.1994 between the hours of 10:00 and 11:30 contact has been made and conversation has been made with the operational connection xxxxxxxxxxxxxxx. Contact was made and a conversation was conducted with the operative connection xxxxxxxxxxxxxx. The conversation took place in his office, and was made at our initiative, in relating previously delegated assignments concerning xxxxxxxxxxxx.

In the course of the conversation, among other things, the Source informed us that on a number of occasions he attempted to reach xxxxxxxxxx but that he failed to meet with the same in the month of August.

The source has been absent between October 22^nd and 24^th as he was on a business trip to the Republic of Bulgaria. While the Source was absent, xxxxxxx had tried to reach him by telephone on two occasions, however, he was informed by the clerk that is employed at the Source's office that the same is absent, to which xxxxxxx replied that [the Source] call him back immediately upon his return. Immediately upon his return from the Republic of Bulgaria the Source called xxxxxxx, who told him that he was late. The same [the Subject] had brought for him an application for membership to his party, but since he was unable to find him, he found a different person who beside himself would be a nominated candidate of the Agrarian Party, while for now [the Subject would use] the Source, even though he is not a member, as a canvasser, while on the day of the elections he would give him {Remainder of page missing}

Beside this, in the course of the conversation the Source informed us that beside contact with xxxxxxx, he also made contact with PT "Crni", who visited him and asked for a certain amount of money to help VMRO-DPMNE. The Source did not satisfy "Crni's" demand, under the excuse that the same as an owner of a private company, if he decided to give aid, he would give it to his own party, that is, to the party he is a member of; and that besides, he not economically strong enough to give sponsorship to anybody, especially to a political party.

OPERATIONAL COMMENTARY:

Our intention and goal was that the Source xxxxxxxxx become a member of the Agrarian Party, for the purpose of his getting close with xxxxxxx. Many of efforts were made in that direction, but xxxxxxxxx kept him at a distance. The same constantly kept finding excuses for an alleged inability to get membership applications, and similar excuses.

When xxxxxxxx tried to contact him on those two occasions with an intention to give him a membership application or he just did it formally, xxxxxxxxx [the Source] himself is suspect of his [the Subject's] honesty, because xxxxxxxxx often complained that his party does not have members in Kumanovo, and he advised the Source to scout out and recruit people to join. Regardless of xxxxxxxxxx attitude towards the Source, we have advised him not to distance himself from him [the Subject] and to take any responsibility or assignment which xxxxxxxxxxxx would delegate to him during pre-election campaign, as well as during the election.

OPERATIVE MEMO

SUBJECT: xxxxxxxxxxxx from Kumanovo

conducted informative conversation.-

On 17/NOV/1994 in the offices of this RUSBD [Regional Department of the State Security Service] an informative conversation was conducted with xxxxxxxxxxxxxx from Kumanovo. The same was conducted at our initiative, and with purpose of acquiring security interest information and intelligence regarding PT "Crni", because we have operational data at our disposal, and from personally noticing that the same is maintaining contacts with PT "Crni".

In agreement with the Chief of RUSDB our joint evaluation was that xxxxxxxxxxxxx is a positive citizen and that we could proceed with the conversation with the same on the already mentioned subject, and with the purpose of orientation: evaluation of his capabilities and readiness for his further use towards "Crni".

In the course of the conversation, among other things, the same informed us that during the election campaign PT "Crni", as well as Tomilsav Stojanovski the recent VMRO-DPMNE member of parliament, had proposed and advised him to xxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx. The Source did not accept the proposal or advice, for the reason that the same had too many commitments already, and did not want to enter politics on such a scale; because, after all, that sort of engagement requires a fully prepared person. …plan, first in the village of Pčinja, then for the area of the city where he lives. Xxxxxxxxxxxxx accepted these demands and suggestions, but did not commit himself sufficiently in this respect, because of the fact the same has different political convictions, but he exhibited some propaganda activity in the mentioned area, so as not to lose the authority and trust he has built with the mentioned persons.

Regarding PT "Crni", xxxxxxxxxxx said that he is very secretive, everything that he does, he does on his own, and that he had a faith in him, at least that is the impression that he left on him in their contacts to date. He [Petrovski] has numerous formal liaisons in the Republic of Bulgaria, but specifics are unknown to him [the Source], but for future xxxxxxxxxx took it as an assignment upon himself to determine the identities of every business and other connection of PT "Crni's" from the Republic of Bulgaria and the Republic of Macedonia.

In the end, because xxxxxxxxx was limited by time, it was agreed that he handle the assignment which he took upon himself for the future period with the utmost attention and care, and to make the time to continue this conversation soon.

Xxxxxxxxxxx accepted the obligations with pleasure and told us that he would work on realizing them, however expressed that he had a certain degree of fear of being discovered and deconspired. We informed him that as far as our side is concerned, we guarantee his conspiracy [confidentiality], and that he needs to be careful while realizing the assignments and the obligations.

OPERATIONAL COMMENTARY:

Xxxxxxxxxxxxxx displayed a positive attitude during the conversation. He accepted the conversation with a pleasure, as well as the assignments and the obligations that came out of the conversation, and which he volunteered to handle.

It is our estimate that xxxxxxxxxx has the objective conditions and subjective possibilities to get to pretty interesting information and intelligence regarding PT "Crni", because of which it was agreed to continue contacts with him.
