OPERATIVE MEMO

SUBJECT: PT "CRNI"

On 21/SEP/1995 at the hour of 11:00 I had an accidental meeting with Snežana Petrovska, wife of PT "Crni", at which we began a conversation concerning the current condition in the textile production industry in the Republic, and with that also regarding their knitting company which is registered as "Snežana i Sinovi" – a textile product manufacturing and trading company. The same [Petrovska], regarding that [the state of her enterprise] said in the last year-and-a-half, but especially in this current year, the working conditions had gotten so difficult, that they were unable to survive [as a business], because of which they shut down the manufactory. They had laid-off all of their employees; they didn’t have the capability to pay off some of the personal incomes, for which they [the Petrovskis] were being sued by the former employees. They have large receivables, but they also have substantial debts. Additionally, the mushroom farm for two years now had no production because of a shortage of "substrate grow medium"; they invested quite substantial funds for the construction and equipment of the caverns, but got no income out of the business yet. Work had become very strenuous for PT "Crni", while his health was in an impaired condition. The same [Petrovska] expressed major concern about his [Petrovski's] health condition considering the problems which we had to materialize, as a result of which he could not sleep at night. Ha has not traveled out of the region for more than ten months because of fear not to {Remainder of page missing}

He [Petrovski] had been advised to avoid physiological and physical stress, but since there was no one to take over the tasks which he normally performed, he is forced to still keep working very hard, and by doing that he is taking major risks with his health. Because the same [Petrovska] was in a hurry, she left, but before she left, she invited me to, when I have the time, stop by at their restaurant "Baba Cana", to which I accepted the invitation and promised to stop by.          
     
OPINION OF THE OPERATIONAL WORKER:

The findings and information which were presented to us by Snežana during the short conversation, although general, we find them interesting, because in short, they present the economic and the health condition of PT "Crni". No interest was shown regarding PT "Crni" by us [the royal "us"], because of the fear that she might discover our interest for him [Petrovski], because I assume that the same [Petrovska] would convey the information to him.

SUBJECT: PT "CRNI"

On 23/SEP/1995, at our initiative, a conversation was conducted with xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx

The conversation was conducted between the hours of 9:30 and 11:00, and was concerning the cultural cooperation which the People's Theatre of Kumanovo had commenced with the theatre from the city of Ćustendil, Republic of Bulgaria, at the beginning of this year, followed by concerns regarding his contacts with PT "Crni".

In the course of the conversation, among other things, concerning the cultural cooperation with the theatre from the city of Ćustendil, xxxxxxxxx said that in the beginning of this year there was an initiative from the Bulgarian side, which specifically called for an exchange of plays between the two theatres. The plan also was to include the theatre from the city of Leskovac, SR Yugoslavia. In the early part of the month of March the theatres from the cities of Kumanovo and Leskovac had been the guests to the theater of the city of Ćustendil with one play each, but since then there no meeting has taken place, nor have plans been made for the future.

Concerning PT "Crni" xxxxxxxxx said that for a some time now, he has not been visiting his restaurant "Baba Cana", because 2-3 ago, when he stopped by frequently, he noticed that beside the staff, there were no guests inside and he was meeting on {Remainder of page missing}

Since PT "Crni's" heart attack his business started to fall off rapidly, so the textile manufactory "Snežana i Sinovi" has been closed for more than 9-10 months, as well as the mushroom farm. The restaurant "Baba Cana" also is about to be terminated, while the business that he [Petrovski] was doing with Ukraine, Serbia and the Republic of Bulgaria has dropped by about 90%. Recently xxxxxxxxxx heard that PT "Crni" was intending to sell all of the property he owns in Kumanovo, but, whether that is true or not, for sure could not tell.

The regular customers of the tavern "Baba Cana" with xxxxxxxxxxxxxxxxxxx were regulars: his [the Source's] brother xxxxxxxxxxxxxxx, Paskal Mitevski, owner of a private company, and Mome, nicknamed "Macan", employed at FZC "11th October" in Kumanovo. His formerly recurrent frequenting of PT "Crni's" tavern, "Baba Cana", was not as a result to his personal connection with any of the aforementioned persons. PT "Crni" did not have the habit, as far as he knows, to engage with or to sit with his guests. The same [Petrovski] was in constant motion and had no closeness with these people. Often while xxxxxxxxxx was frequenting "Baba Cana", he could see Kiro nicknamed "the Bulgarian" xxxxxxxxxxx [the Source from OM# 16, from 15/Feb/1994] for whom xxxxxxxxxx thinks that the same is somewhat closer to PT "Crni" as opposed to the previously mentioned persons.

No other intelligence was obtained from the conversation.


OPINION OF THE OPERATIONAL WORKER:

We consider the findings and information presented by xxxxxxxxxxxx to be correct, however, we also estimate that they are rather superficial, since we believe that the same has at his disposal more concrete intelligence regarding PT "Crni", but, the same [the Source] is circumventing them and is unwilling to present them.

Lately xxxxxxxxxxxx has been quite stressed out and has expressed great dissatisfaction (as a member of VMRO) from the party's activities so far. The same [the Source] wanted to see more energetic activity from the party, and as a result of his disappointment he was intending to leave this party, because of which he started to distance himself from PT "Crni" as well.

Although the findings presented are superficial, nevertheless our opinion is that they are interesting, because they contribute to our following of the general circumstances at "Baba Cana" and "Snežana i Sinovi", ownership PT "Crni", as well as regarding his plans and future intentions.

OPERATIVE MEMO


I.          On 05.October.1995 an informative conversation was conducted with the Source xxxxxxxx. The conversation was conducted at our initiative, and took place in the café "Fokus".

II.        Objective of the conversation: Obtaining intelligence regarding the attitudes of xxxxxxxxxxx and PT "Crni", and in relation with xxxxxxxxxxxx
III.       OBTAINED INTELLIGENCE: The Source has informed us that pursuant to his agreement with us, immediately following the explosion [the assassination attempt on President Gligorov in Skopje] in the evening he went to the restaurant "Baba Cana", ownership of Jordan Petrovski (bearer of PT "Crni" along the line of xxxxx) and by conversing with him found out that Jordan together with Dragan Stojanovski [Daravelski] from Kumanovo imported (obtained) classroom desks from Ukraine which were designated for the "University" of the albanians [sic] in the city of Tetovo. On that occasion Jordan complained that his political activity he only brought him grief, and he pointed to the empty restaurant as proof (said that customers avoided it) which he substantiated by an example when allegedly an "Unknown to Us" plainclothes police officer drew his gun in the restaurant, released the safety said to all present, Jordan being one of them: "Are there any bulgarians [sic] here for me to give a beating to at once." Since then Jordan allegedly cares only about business and has not been exhibited any political activity. Regarding the assassination of [sic] President Gligorov, although provoked by the Source, Jordan restrained himself from commenting, only expressing an ironical amazement that he had not yet been summoned to the police station and convicted as the perpetrator.

Questioned about where his friend Pepi [Predrag Dimkovski OT "Rimljanin"] xxxxxxxxxxxxxxxxxxxxxxxxxxxx was, Jordan said that he also had problems stemming from his political activity, as a result of which [the political activities] their partners from the Republic of Serbia had ceased paying them promptly; and that he is presently in Kumanovo and together with his partner Dragan, are vigorously struggling to collect their receivables.

At the end of the conversation the Source informed us that he met the owners of "Afro-kola" from Ohrid yesterday, at the restaurant "T'ga za Jug" in Skopje, and that they spoke about the assassination, where the present gave their views regarding the event, which is that an economic motivation should not be excluded as a motive for the assassination, despite the main focus being on portraying the event as politically driven. Namely he tried to substantiate his view with the intention of the Bulgarian Mafia to keep Macedonia's north and south border's closed [due to embargoes] which would keep the flow of goods open only through the Republic of Bulgaria, as it is currently the case.

IV.       OPERATIONAL COMMENTARY: The source xxxxx is a friendly connection with PT "Crni" and we deem the obtained intelligence from him to be truthful.

Special attention should be paid to the restraint and distancing of PT "Crni" and implicitly of xxxxxxx concerning the assassination, because of fear of measures that the police might take against him. PT "Crni" even express readiness to completely distance himself from his present political activity.

It is possible that the policeman who drew his gun in the restaurant "Baba Cana", ownership of Jordan Petrovski, is xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxx of the UVR [Department of Internal Affairs] Kumanovo, for which disciplinary action had been taken against him, however since it is possible that it was a different person, we judge that with this {Remainder of page missing}

The source has been instructed to find out about the enterprise belonging to xxxxxxxxxxxxx as well as specifics regarding its work, as well as to resume surveying his attitude.

                                              OPERATIVE MEMO

SUBJECT: PT "CRNI".

On 13/NOV/1995 between the hours of 13:00 and 14:30 contact was made with the operative connection xxxxxxxxx. The same was conducted at his office, located on "October Revolution" Boulevard, at our initiative; regarding previously delegated assignments toward PT "Crni"; with the goal of discovering his business and friendly connections from the Republics of Bulgaria and Serbia; as well as obtaining a commentary of his opinion regarding xxxxxxxxxxxx [the assassination attempt on President Gligorov].  

For the purpose of discovery and examination of PT "Crni's" business and friendly connections in the Republics of Bulgaria and Serbia, the operative connection xxxxxxxxx is regularly and persistently petitioning PT "Crni" for help in getting him connected with some of them [Petrovski's connections], so that he can start [doing business with them] in an effort to inject better vitality into his company; whose core operation is freight forwarding, but it also does some business as a retail trading organization. Despite xxxxxxxxxx's persistent imploring, PT "Crni" is regularly promising that he will meet his request, however, so far he has only left him with empty promises. 

Regarding the xxxxxxxxxx [assassination attempt on President Gligorov], PT "Crni" has said that sees it as mobsters doing business with each other. And that he disapproves of such means of "settling scores".



OPERATIONAL COMMENTARY:

PT "Crni's" conduct toward operative connection xxxxxxxxxx deserves our attention, since the initiator of contacts and interest for getting close and commencing cooperation was PT "Crni" himself. However, shortly after, the same began, in a certain way, to avoid contacts, and to prolong the possible connecting [of the Source] with some of his commercial partners from the Republics of Bulgaria or Serbia. The same [Petrovski] has most likely learned that xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxx has stepped out of the ranks of VMRO-DPMNE and of his intention to establish another political party; and since PT "Crni" is both a sympathizer and sponsor of VMRO-DPMNE he is keeping xxxxxxxxxxxxxxxxxx at a distance.

The Source was advised to convince PT "Crni" that the two of them hold the same ideological convictions; and that the same [the Source] has nothing in common with xxxxxxxxxxxxxxxxxxx because he xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx
so that [Petrovski] would take him up more readily.
