OPERATIVE MEMO
Concerning the article "Police and Politics" published in the newspaper "Denes" on 28/MAY/1998


For the purpose of expressing the real truth, which I believe to have been heavily distorted and presented as the person PETROVSKI Dušan JORDAN, entrepreneur from Kumanovo, sees it fit to his purpose. I inform you of the following:

"In the town where it resides and beyond, the Petrovski family is known to have had a hostile attitude ever since the Bulgarian Occupation. Namely, Dušan Petrovski, Jordan's father was a close collaborator of the Bulgarian occupying authorities, because of which he was under the Service's treatment for a long period of time following the war. (No dossier on file for Dušan)

Nada Petrovska, Jordan's mother, (now deceased) throughout her lifetime had engaged in illegal trade in the direction of Kumanovo-Sofia, and vice-versa, whereby she regularly contacted security-interesting persons.

With respect to Jordan Petrovski, as a private businessman he regularly stays in the Republic of Bulgaria on business, where he has established numerous connections and contacts with several persons and institutions.

Concerning the course of a few years of commercial dealing with persons from the Republic of Bulgaria, the DSC obtained findings and information which indicate that [Petrovski] is engaged, among other things, in intelligence activities for the benefit of the BNRS, directed toward the forceful change or endangerment of the Constitutional order and security of the Republic of Macedonia.

Namely, in / the course of his stays in the Republic of Bulgaria, he used to contact with Ogñan Petkov, a high functionary in the Ministry of Foreign Affairs [of Bulgaria], commercial department; presently a commercial representative of the Republic of Bulgaria to Belgrade; in the time of the SFRY, likewise, he used to be a commercial representative of the Republic of Bulgaria. Concerning [Petkov] the DSC has at its disposal affirmative intelligence that he is an intelligence officer for the benefit of the BNSR; and who has in the presence of a collaborator of the DSC stated that every company whose owners are like Jordan Petrovski from Kumanovo, ought to be given priority in commercial dealings with companies from the Republic of Bulgaria, since they represent a national interest for the Republic of Bulgaria.

In addition to Ogñan Petkov, Petrovski also maintained contacts and connections with a representative of "Multi Grup" to Skopje, Ivo Jančev (now deceased) in Macedonia as well as in Bulgaria; as well as Angel Dimitrov, current Ambassador of Bulgaria to Macedonia.                                 /

On the basis of the overall findings and information which were at the disposal of the DSC, for the Petrovski family in general, as well as Jordan Petrovski in particular, which represented the basis for suspicion that the BNRS was using or was creating the conditions for his future engagement and use toward our country, for the purpose of their confirmation, in the course of the month of May, 1993, he was entered into Preliminary Treatment under the pseudonym "CRNI".

On the basis of the undertaken operative and operative-technical measures and activities a larger share of the findings and information concerning his activity was confirmed, however, without the ability to assemble any valid documentation, because of which, in coordination with xxxxxxxxxxxxxxxx Petrovski Jordan was formally invited to a conversation with the purpose of clarifying his connections with the mentioned and other persons from the Republic of Bulgaria, as well as determining his future treatiment.

A conversation was conducted on the basis of Articles 5 and 7 of the Governing Ordinances of the DSC and the approved Proposal (Evidentiary No. 328, dated 26/MAR/1996). The conversation was conducted in accordance to a specific outline (Evidentiary No. 327, dated 26/MAR/1996). In the course of the conversation, in addition to the Line Chief Inspector from the DSC's Department for Kumanovo, the regional Chief Inspector was also present and took part. The conversation was conducted within the program activities of the Line of Work, counteracting the activity of the BNRS.


In the course of the conversation, in addition to speaking about his acquaintances and associations with Ogñan Petkov, Angel Dimitrov and Ivo Jančev, Petrovski specified his associations and contacts with Ivo Videnov, owner of the company "Nesi 2" from Sofia, "KOnsatntinovi 90" from Belene, as well as Jordan Nikolov, owner of the company "Konton"-JA and Jordan Petkov, owner of the company "Marjan i Sinovi", both from Blagoevgrad.

In addition, in the course of the conversation, Petrovski also spoke about his commercial contacts with quite important persons from FR Yugoslavia, Ukraine and Russia.

Concerning his contacts with Angel Dimitrov and Ivo Jančev he informed us himself that he established contacts with them at his hospitality establishment "Baba Cana" in Kumanovo as long ago as the election campaign of 1994; likewise concerning Ogñan Petkov, he said that he had met with him in Belgrade a few times. Concerning his revelations, and driven by understandable reasons, it was suggested to him to maintain and foster the already established contacts and connections, while at the same time to make use of them in concluding his legal dispute with the company "Nesi 2" from Sofia; to which he complied, and at the same time he accepted the proposal to maintain contacts with the DSC as well.

About himself, he said that he was a hardened oppositionist. That he never liked the communists, and that he was never a communist himself, that even then [pre-pluralism] in his soul he was an oppositionist, which he still is, and will always be; that he never tied himself to a political party from the simple reason that he is a businessperson. [Petrovski said that he] was a supporter of VMRO-DPMNE, that he sponsored them with 15,000 German marks for the election, but at the same time he sponsored the Liberal Party and MAAK with the same amount, which means that he gave 45,000 German marks in sponsorships.

Concerning the current leadership of the country, and President Kiro Gligorov in particular, he said that he could not stand him because of his disastrous economic policies.

The general impression from the conversation was that we were dealing with a person who in his commercial dealings had entered quite deeply into numerous financial dealings and malversations, which led him to a momentary financial crisis, which was used as a special moment to conduct a conversation and his agreement, as well as [his] request for protection and help in concluding his civil court dispute with his former commercial friends Dragan Daravelski and Predrag Dimkovski [OT "Rimljanin"] from Kumanovo, who had physically assaulted him and beaten him up on a street.

His claims published in the newspaper "Denes" which referred to alleged undefined contacts made by DSC personnel with members of his family, as well as the presence of some sort of arbitrariness, are untrue and are in essence the simples lie and fabrication; every contact made was done so either in the offices of the MIA-UDBK, or his restaurant "Baba Cana", and were agreed upon beforehand; and always, because all of his telephone numbers (4-5) due to unresolved bills had been, and still are disconnected, he insisted that we conduct at his restaurant at any time when we need to; and always our contacts were conducted with a clear and specific purpose; however, in the last few months of 1997, [Petrovski] began evading [contacts] despite the fact that appointments were made; however there were never any, let alone heated arguments or verbal fights, as he is claiming; however due to his inertness and insincerity, as well as evasion of agreed appointments, in agreement with the 1st Department of the DSC we terminated contacts with him.

In the end I can also say that everything that has been undertaken toward PETROVSKI Dušan JORDAN, as well as with him, is within the frame of the Governing Ordinances for the activity of the DSC, with the knowledge of and agreement with the 1st Department of the DSC, and that an operative documentation (Operative Memos) has been regularly assembled.

For a conducted conversation.


I. On 18/NOV/1997 a conversation was conducted with PETROVSKI Dušan JORDAN, born on 24/JAN/1951 in Kumanovo, where he lives in an apartment on "Pitu Guli" street number 15; married, father of two children; owner of the company "Snežana i Sinovi" and the restaurant "Baba Cana".

The conversation was conducted at our initiative/

Operative expenses of 200 denars [approx. $5] were incurred.

An Operative Memo was submitted on 18/NOV/1997.


II. Due to findings at the disposal of the DBK concerning Petrovski Dušan Jordan which had suggested his connectedness and indicative contacts with security-interesting persons and environments through his commercial dealings with companies and persons from the Republic of Bulgaria, he was under Preliminary Treatment of the DBK (PT "CRNI") since the month of May, 1993.

For the purpose of clarification of the available intelligence and findings, their confirmation or dismissal, as well as determining his future treatment and our future disposition, on July 15, 1996, the DBK took steps toward clarification and conduct of a conversation with [Petrovski].

The conversation was conducted in collaboration with xxxxxxxxxxxxxxxxxxxxxxxx whereby {Next two lines missing}

The conversation led us to the conclusion that he had entered quite deeply into a large number of deals and transactions with several persons and companies (but also in a financial crisis) from the Republic of Bulgaria, FR Yugoslavia and Ukraine; and what is particularly significant for the DBK, [Petrovski] acceded cooperation and continuation of contacts with the DBK, whereby he would provide information concerning affairs and situations going on in these countries that are within the interest of the DBK. In that context he was supposed to maintain and intensify his already established associations and connections with Ogñan Petkov from the Ministry of Foreign Affairs of the Republic of Bulgaria, supervisor of Bulgaria's Trade Mission in Belgrade, FR Yugoslavia, as well as xxxxxxxxxxxxx [this is most likely Ambasador Dimitrov] from Skopje.

Shortly after the conversation, at our initiative Petrovski contacted Ogñan Petkov in Belgrade with the purpose of asking him to intervene in expediting the legal proceedings commenced against the company "Nesi 2" from Sofia which owes him a large financial sum (reported in Operative Memo No. 1169, dated 28/NOV/1996) [an OM that was not included in the package]. Likewise, as a result of our stubborn insisting Petrovski contacted xxxxxxxxxxxx in Skopje. As a result of a prior telephone agreement xxxxxxxxxxxxx received him to a 30 minute long conversation in the Embassy's foyer.


III. OBTAINED FINDINGS AND INFORMATION FROM WITHIN THE RANGE OF CONCERN OF THE DBK:

In the course of the contact and conversation Petrovski briefly explained the nature of the disputes with his debtors from the Republic of Bulgaria, while at the same time presenting the available documentation for review; whereby [Petrovski] pleaded and asked [the Ambassador] to intervene and aid in expediting and fairly concluding the case [sic].

To this xxxxxxxxxxx replied that this is outside the scope of his duty; however he would try; in particular he would task the Consul ([Petrovski] did not mention a name) to engage in the case, very likely their appearance at [the office of] the lawyer representing Petrovski and at the owners of "Nesi 2", they would understand that it is a matter of a company of national interest. However, in order to accomplish that, Petrovski would have to forward photocopies from the available documentation concerning the aforementioned companies from the Republic of Bulgaria, [supply] the owners' full names, telephone numbers, the representative's full name as well as his telephone number, and to hand deliver them to [the Ambassador] in the course of next week.

At the end of the conversation Petrovski invited xxxxxxxxxxxxx to be his guest in Kumanovo; to which the other replied that he has very little time available, but that he would try to visit. [The Ambassador] said that the former Member of Parliament of the Republic of Macedonia and attorney-at-law Tomislav Stojanovski from Kumanovo had frequently extended invitations to him, and he had not yet visited upon him, however he was planning to make the time and satisfy his request.

No further findings or information from within the range of concern of the DBK were obtained in the course of the conversation.

IV. We deem the findings and information obtained from the conversation with Petrovski concerning his contact with xxxxxxxxxxxxx to be interesting and deserving of our attention. We believe them to have been presented sincerely. Special attention is deserved by xxxxxxxxxxxx testimony concerning his personal appearance and mediation in the presence of the attorney and the disputed companies from the Republic of Bulgaria with which Petrovski, as the owner of the company "Snežana i Sinovi", is having an ongoing dispute, that they would understand that it is a matter of a company of national interest; in light of the fact that the DBK had at its disposal the operative information that Jordan Petrovski's company from Kumanovo was of national interest for the Republic of Bulgaria and that it ought to be aided, as well as others like it.

In our opinion, Petrovski is presently well received by xxxxxxxxxx due to which we propose that for his contact, Petrovski be instructed with the aid of the 1st Department of the DBK.

Likewise deserving of our attention is the information concerning the relationship between Tomislav Stojanovski, attorney-at-law from Kumanvo, and xxxxxxxxxxxx especially in light of his political convictions, as well as information concerning his son Dragan Daravelski's associations and contacts with Ivo Jančev during his stay in Skopje as a representative of "Multigrup" to our country.

We consider it necessary that in xxxxxxxxxx's treatment, his contact and association with Tomislav Stojanovski from Kumanovo be taken into consideration; and it is our opinion that a mutual agreement between UDBK Kumanovo and the 1st Department of the DBK be concluded in order to construct a mutual disposition toward him.

I. On the 27/OCT/1997 between the hours of 13:00 and 14:00 o'clock a conversation was conducted with PETROVSKI Dušan JORDAN, born on 24/JAN/1953 [sic] in Kumanovo, where he lives in an apartment on "Pitu Guli" street number 15; Macedonian, citizen of the Republic of Macedonia; married, father of two children; owner of the company "Snežana i Sinovi" and the restaurant "Baba Cana"; who used to be entered into  Preliminary Treatment under the pseudonym "CRNI", and is currently deregistered.

No operative expenses were incurred.

The Operative Memo has been submitted on 28/OCT/1997.


II. The conversation was conducted at our initiative; and had the purpose of obtaining security-interesting findings and intelligence from possibly realized assignments which had been delegated to [Petrovski] in the course of our last contact, on 03/SEP/1997 in the restaurant "Baba Cana"; [these are the same assignments] which had been delegated to him, and which he accepted in the course of our contact on 19/DEC/1996, in the same restaurant, and in the presence of the Lead Inspector xxxxxxxxxxxxxxxxxxx. The assignments delegated are concerning the contact which he was supposed to carry out with Ogñan Petkov from the Bulgarian Trade Mission in Belgrade, as well as his contacts with Angel Dimitrov, Ambassador {Next two lines missing}  
…Belene, with whom because of misunderstandings in the financial cooperation, their mutual relation has ceased since 1993, because he still owes him a large amount of money, because of which proceedings have been commenced by [Petrovski], through his legal representative.

III. FINDINGS AND INTELLIGENCE OBTAINED:

The expected findings and intelligence were not obtained in the course of the conversation, due to the fact that Petrovski failed to realize the agreed contacts and conversations with Ogñan Pektov and Angel Dimitrov, which [Petrovski] claims is the result of his dire financial straits, due to which he could not afford to cover the expenses of the trip; because of which he and his wife are now operating the restaurant by themselves with no hired help; that they are keeping the restaurant "Baba Cana" open for business even though it is not turning a profit, because they have to do something, and to hope for better times ahead; and because they lost faith in the institutions of the system of the Republic of Bulgaria, as well as of those of the Republic of Macedonia.

The judicial institutions of the Republic of Macedonia—the courts, [according to Petrovski] are wholly ineffective. The proceedings commenced by [Petrovski] against XXXXXXXXXXX [OT "Rimljanin"] and Dragan Daravelski from Kumanovo are kept at the preliminary phase, since despite the scheduling of six different hearings, the defending parties have failed to appear, due to an excuse that the Court was not able to serve them with notices to appear; due to which Petrovski considers that this institution is likewise corrupt, and is under the impression that the presiding judge is colluding with the defendants.

At the end of the conversation Petrovski asked for our help, if at all possible for the DBK to exert influence upon the court to speed up the proceedings and bring them to a conclusion.

His request was accepted by us; while at the same time he took it upon himself as an assignment and an obligation to call by telephone and schedule a contact with Ambassador Angel Dimitrov, in Skopje, where he would present his case concerning the company "Konstantinovi 90" and would ask for the Ambassador's aid to have this dispute resolved as quickly as possible.


IV. OPERATIONAL COMMENTARY:

The sort of dual behavior exhibited by Petrovski is suspicious. He has made promises on a number of occasions to materialize the assignments which have been delegated to his, which would be of his benefit as well as of the DBK's; while he has made no effort at all at completing his assignments, finding an excuse in his financial difficulties; which excuse we cannot wholeheartedly accept.

It has been agreed that we contact Petrovski again on 30/OCT/1997 at the restaurant "Baba Cana".

For a conducted informative conversation.


I. On 19/DEC/1996 between the hours of 13:00 and 15:00 o'clock, an informative conversation was conducted with PETROVSKI Dušan JORDAN, born on 24/JAN/1951 in Kumanovo, R. Macedonia; where he lives in an apartment on "Pitu Guli" street number 15; citizen of R. Macedonia; owner of the restaurant "Baba Cana", where the conversation took place.

II. The informative conversation in which Chief Inspector xxxxxxxxxxxxxxxxxxxx took part, was conducted at our initiative; and had the objectives of: observing Petrovski's attitude toward us; obtaining new intelligence and information concerning his last contact with Ogñan Petkov from the Ministry of Foreign Affairs of R. Bulgaria in Belgrade[, Serbia]; as well as to discredit Petrovski to a certain degree in front of his friends and his like-minded regulars visiting the restaurant.

III. Obtained findings and information from within the range of concern of the DBK:

In the course of the conversation, which lasted for more than two hours, and which in general was centered on his beginnings as a businessman, as well as the beginnings and first initiatives for opening the restaurant "Baba Cana" and other general topics.

Regarding his most recent contact with Ogñan Petkov, supervisor of the Bulgarian Trade Mission in Belgrade, FR Yugoslavia, incidentally, a confirmed intelligence operative, Petrovski informed us that he again visited the Mission and made established contact [with Petkov] regarding Petrovski's request for Ogñan Petkov to aid him in collecting the receivables from the company "Nesi 2" from Sofia, which owes Petrovski a large amount of funds, because of which [Petrovski] has commenced legal proceedings. Concerning this Petkov said that at the moment he was not able to do anything because he was preoccupied with the situation in Belgrade - the protest of the opposition; but when Petrovski visits Belgrade again, he would probably have more time to deal with his request; Petkov instructed Petrovski to bring the entire documentation from his dealings with the company "Nesi 2", in particular the documents which have been submitted as evidence; they will look at the case together and agree as to what Petkov can and how he can help.

Concerning his dispute with the company "Nesi 2", Petrovski accepted our initiative to also ask for help from the Bulgarian Embassy in Skopje. Petrovski said that he would not have any difficulties meeting with Ambassador Dimitrov, since they know each other personally; and that Dimitrov had in the past stayed at the restaurant "Baba Cana" together with Ivo Jančev; however, he would do that after his return from Belgrade, after he learns of Ogñan Petkov's intention.

Further in the conversation Petrovski informed us that during his last stay in Belgrade and Novi Sad (December 15-18, 1996), while in conversation with a close friendly connection who happened to be a Miloševič supporter he found out that the Belgrade police quit their obedience to Slobodan Miloševič, because of which a large number of police forces were brought from the interior of the country to Belgrade. This was confirmed by Petrovski with the fact that on December 16, on the highway connecting Belgrade with Novi Sad, he noticed 7-8 busloads of police officers going in the direction of Belgrade.

The same source told Petrovski that the discontent with Slobodan Miloševič and his regime is growing daily; and the numbers of the opposition are growing, and with that those of the protesters, which is becoming obvious.

No further findings or information from within the range of concern of the DBK were obtained in the course of the conversation.


OPERATIONAL COMMENTARY:


Ogñan Petkov's demeanor towards Petrovski Jordan is symptomatic and deserves our attention; even more so when the fact that he is an established intelligence operative of the Republic of Bulgaria is taken into consideration; as well as the intelligence that the State Security Service of Serbia has expressed active interest in him.

Through our contact with Petrovski we will follow Petkov's interest; as well the intelligence and findings concerning the latest events in Belgrade and the Republic of Serbia; as well as the alleged disobedience of the police which we consider to be of interest and deserving of our great attention, because of which through this and other Sources we will follow the situation.
