On the basis of Article 24 of the Foundations of the System
of State Security Act ("Official Journal of SFRY" [the Socialist
Federal Republic of Yugoslavia] No. 15/84), concerning Article 5 of the
Constitutional Act for the Implementation of the Constitution of the Republic
of Macedonia ("Official Journal of the Republic of Macedonia" No.
52/91) and Article 36 of the Governing Ordinances for the Operation of the
State Security Service ("Official Journal of the Republic of
Macedonia"—Special Official Journal No. 10/92), I submit this
P R O P O S A L
TO IMPLEMENT THE MEASURE SECRET CONTROL OF A TELEPHONE and
other telecommunication devices for the office telephone number 34-475, used by
the company "Snežana i Sinovi", ownership of PETROVSKI Dušan JORDAN,
born on 24.January.1951 in Kumanovo, Macedonian, citizen of R Macedonia, owner
of the company "Snežana i Sinovi" from Kumanovo, where he lives with
an apartment on "Pitu Guli" street, number 15, entered into Prior
Treatment (PT) under the pseudonym "CRNI" (Evidentiary No. 308 from
13.04.1993)

u s t i f i c a t i o n
The findings and information that the State Security Service
has at its disposal indicate that Petrovski Jordan is engaged in intelligence activity for the
benefit of the BNRS [Bulgarian National Intelligence Service], directed toward
a forcible usurpation or endangerment of the Constitutional order and the
security of the Republic of Macedonia.
As an owner of the private company "Snežana i Sinovi",
Jordan has created numerous business and other contacts in Bulgaria with which
he is in regular contact. Under the motivation of business cooperation, the
same has built close connections with members of state service and security
institutions in the Republic of Bulgaria. In that respect most interesting are
his contacts with Ognjan Petkov, Department Chief in the Ministry of Commerce
of the Republic of Bulgaria, for whom we available confirmed information that
is being used by the BNRS. In the presence of a Source of the SDB, and
concerning Jordan Petrovski, Petkov relayed the following:
"The official policy of
Bulgaria is that owners of companies from the Republic of Macedonia whose owners
are either members or sympathizers of the VMRO, should be fully supported. The
cooperation with companies like that belonging to Jordan Petrovski is of national
interest."
By implementing the proposed measure we expect to obtain
information concerning the nature of [Petrovski's] contacts with Ognjan Petkov
and other, interesting people and institution from the Republic of Bulgaria, finding
out the time and the place of agreed contacts and to discover his connections within
the country [Macedonia] and abroad, and other information of security-based
character.
The recorded conversations of durable operational value or
of other circumstances possessing special significance are to be kept for
consultation decision making.

In appreciation of the above allegations, I deem that the
conditions as set out in Article 24 of the Foundations of the System of State
Security Act ("Official Journal of SFRY" [the Socialist Federal
Republic of Yugoslavia] No. 15/84), concerning Article 5 of the Constitutional
Act for the Implementation of the Constitution of the Republic of Macedonia
("Official Journal of the Republic of Macedonia" No. 52/91) and
Article 36 of the Governing Ordinances for the Operation of the State Security
Service ("Official Journal of the Republic of Macedonia"—Special Official
Journal No. 10/92) have been fulfilled.
