OPERATIVE MEMO
Subject: xxxxxxxxxxxxxxx,
from Kumanovo,
conducted
conversation. -
On 27/SEP/1993 between the hours of 12:00 and 15:00 an
informative conversation was conducted with xxxxxxxxxxxxxxxx a close friendly connection of PT
"Crni".
The conversation was conducted at our initiative, in his
apartment, with the goal of obtaining findings and information of security-interesting
nature, as well as evaluating the conditions, possibilities, and his readiness
for his further use toward PT "Crni".
During the course of the conversation among other things, xxxxxxxx said that him and
PT "Crni" have been friends since [elementary] school, for a long
time they were in the same circle of friends and they were very close, but as a
result of a conflict over some insignificant matter they went their separate
ways and for 6-7 years their contacts had ceased, but, in the last 5-6 years
they became very close once again, and they have been practically inseparable.
Concerning his ideological-political determination xxxxxx
said that for some time was a member of SKM [Union of Communist of Macedonia], but, since
the downfall of the communist system in Yugoslavia and the formation of the
multi-party system in our state PT "Crni" formally did not join a
political party. The opinion circulating in town is that he is a member of
VMRO-DPMNE, but, as far as the Source knows PT "Crni" does not belong
to any political party. He [Petrovski] is a big opponent to the communist, for which
reason he has given large funds to several opposition parties, with VMRO-DPMNE
being the largest beneficiary among them.
Concerning his [Petrovski's] commercial cooperation and
contacts with business partners from abroad, the Source pointed out that at the
moment he is not familiar with any of it. He is familiar with the fact that "Crni"
has numerous business partners in the Republic of Bulgaria and Ukraine. He
mentioned that on one occasion "Crni" told him about an event that
took place at the restaurant "Baba Cana" where under the auspices of commercial
cooperation, a police chief from the town of Kirov - Ukraine was present. Concerning
his business connections and contacts in the Republic of Bulgaria, at present
he is unable to find out anything, due to the fact that "Crni" always
travels to the Republic of Bulgaria by himself, and since most of the work with
Bulgaria he conducts over the telephone. Despite the closeness of the Source
with “Crni” they do not talk about his commercial cooperation with companies
from the Republic of Bulgaria.
Concerning him [Petrovski] the Source said that he is a cunning,
cautious, and circumspect person, that he does not consume alcohol because of a
kidney operation (when one of his kidneys was removed) and if he does consumed,
he does so in minute quantities.
At the end of the conversation the Source said that he has not
paid much attention in his contacts with "Crni" to date, and for that
reason he has no security-interesting information regarding the same at his
disposal. However, in future he will pay closer attention to "Crni",
especially concerning his commercial contacts with the Republic of Bulgaria and
Ukraine, likewise concerning his connections with owners of private companies
from our state, accordingly with his capabilities he will follow the contacts
and discussions with business partners who visit the restaurant "Baba Cana"
and will keep us informed in a timely manner.
Concerning his willingness to place himself at our disposal
for ongoing use toward “Crni”, we expressed our gratitude, but at the same time
we pointed out the consequences which would befall him in case he exposed our
interest to "Crni".
OPERATIONAL COMMENTARY:
Regardless the fact that that during the course of the
conversation xxxxxxx
failed to present any new information concerning PT "Crni", however, it
is our estimate that that same has both the objective and subjective
capabilities to in future obtain particular security-interesting information and
findings concerning PT "Crni". It is our evaluation that xxxxxxxxxx is suitable for
further contacts and use at the level of an operative connection for
assignments toward PT "Crni".
