On the basis of Articles 5 and 7 of
the Governing Ordinances for the Operation of the DBK [Directorate
for Security and
Counterintelligence] ("Official Journal of the Republic of
Macedonia"—Special Official Journal No. 10) as adopted on 31/OCT/1995, I
submit this
P R O
P O S A L
TO CONDUCT AN INFORMATIVE CONVERSATION with the person
PETROVSKI Dušan JORDAN, born on 24/JAN/1951 in Kumanovo, where he lives in an
apartment on "Pitu Guli" street number 15; Macedonian, citizen of the
Republic of Macedonia, private businessman [owner of a privately held
enterprise].

t i f i c a t i o n
The intelligence that DBK - Kumanovo has at its disposal
indicate that Petrovski Jordan is engaged in systematic intelligence activity
directed toward a directed toward a forcible usurpation or endangerment of the
Constitutional order and the security of the Republic of Macedonia, and to the
benefit of xxxxx. Namely,
as the owner of a private wholesale trading company, he has established numerous
formal liaisons and contacts with persons from the Republic of Bulgaria; one
among which being Ogñan Petkov from Sofia, until recently a Chief of the
Former-Yugoslav Region Department in the Ministry of Commerce [of Bulgaria] {Next line illegible}
… Embassy of Bulgaria in Belgrade, for whom the DBK has at
its disposal confirmed intelligence that is used by xxxxx. In the presence of a collaborator of
the DBK, Petkov has stated that it was an official policy of the [Bulgarian]
state to cooperate with companies such as that belonging to Jordan Petrovski,
that is to say, it is a state interest.
Xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx
On the basis of the stated and additional findings and information,
in the course of 1993 Petrovski Jordan was entered into Preliminary Treatment,
under the pseudonym "CRNI".
The undertaken operational and operational-technical
measures have confirmed a part of the findings and intelligence; however,
concrete confirmation regarding his actual connection to xxxxx has not been
achieved.
Bearing in mind the complete findings and information
concerning Petrovski Jordan we are proposing the measure invitation to an
informative conversation, which would be conducted in the offices of the UDBK,
and in concert with the 1st Department of the DBK; which above all
would have the purpose of clarifying [the nature of] his connections and
contacts with Ogñan Petkov and other persons from the Republic of Bulgaria,
with whom he has established contacts; following which the conversation would be
broadened in the direction of clarifying [the nature of] his connections and
contacts and with the persons [who are his] business partners from FR
Yugoslavia.
The conversation would be conducted in accordance with a
previously prepared outline.

On the basis of Article 7 of the
Governing Ordinances for the Operation of the Directorate for
Security and
Counterintelligence and the presented Justification, it is my opinion
that the conditions to conduct an informative conversation with the person
Petrovski Jordan have been met, therefore I propose that the Director submit an
Adjudication for conducting and informative conversation.
